C11 may be relevant when active ownership, applicant experience, business viability and significant benefit to Canada can be supported together.

01

What Is the Business Owner Work Permit (C11)?

The Business Owner Work Permit (C11) is an LMIA-exempt, employer-specific work permit for entrepreneurs or self-employed applicants whose proposed work can create or maintain significant social, cultural or economic benefit—or jobs for Canadian citizens or permanent residents.

For a C11 business-owner strategy, ownership alone is not enough. Whether the plan involves an acquisition, a new venture or continued operation in Canada, the application should explain why the applicant’s active work is necessary and how it may create or maintain significant benefit.

The exact evidence and legal strategy depend on the applicant, the business, the transaction, the location and the proposed Canadian activity.

What does an immigration officer assess in a C11 application?

A persuasive application connects commercial facts with immigration requirements. Explore the four questions the file should answer.

Question 01

Is this a genuine, viable Canadian business?

The application should be supported by facts—not a generic plan written only for immigration purposes.

  • Ownership, purchase or incorporation records
  • Market, financial and operating logic
  • Premises, suppliers, customers or launch evidence
  • Realistic capital and cash-flow planning

Projections, hiring claims and market assumptions should be credible and connected to objective support. A polished document cannot replace weak commercial logic.

C11 refers to an LMIA-exempt significant-benefit category considered under the International Mobility Program. Whether it applies depends on the current rules and the specific applicant, business, proposed role and benefit evidence. It should not be treated as a guaranteed program for every business owner.
