Higher-Skilled Pathway

For qualifying Ontario job offers in NOC TEER 0, 1, 2 or 3, subject to current work-experience, language, education and status rules.

Confirm the current pathway criteria.

Lower-Skilled Pathway

For eligible offers in NOC TEER 4 or 5, with its own applicant requirements and Ontario workforce priorities.

TEER alone does not establish eligibility.

Physician Pathway

For eligible physicians practising or intending to practise in Ontario under the current pathway conditions.

Professional authorization must be reviewed.

Work Experience

Duration, timing, occupation, duties, paid hours and connection to the offered role must satisfy the chosen pathway.

Reference evidence must match the NOC.

Language and Education

Approved language results and educational evidence may be required at pathway-specific levels.

Use current results and valid assessments.

Ontario Employer

The supporting business must satisfy operational, revenue, employee and compliance requirements applicable to its location and offer.

The employer files first.

Employment Position

The role, wage, location, business need and employment terms must meet Ontario's current position requirements.

A job title alone is not enough.

EOI and Invitation

The employer position and candidate profile enter the current system; Ontario decides whom to invite based on program priorities and scoring.

An EOI is not an application.

After invitation, a complete application is assessed by Ontario before any federal permanent-residence stage.

Review full-time hours, indeterminate duration, wage, NOC duties and whether the position is necessary to the employer's operations.

Position Approval

The employer submits the employment position through Ontario's process before the candidate can complete the connected nomination steps.

Support and Compliance

The employer must preserve accurate information, respond to Ontario and maintain the qualifying offer through the required stages.
